I don't have any direct experience of "Wiser Home Energy Monitor" - I don't think it's even sold in the UK.
However, I reckon I can say with some certainty, that a Current Sensor can only return a signal for the current flowing in that one circuit. So whatever data "Home Energy Monitor" generates, it would only be for devices downstream of that one breaker.
(I wouldn't like to say where it should be connected; I'm guessing you're in the U.S., which has a very different setup to that used in the UK.)
