We have two meters onsite which appear to be configured exactly the same. One has the correct time on the display, while the other does not (showing UTC instead of local time).
The only difference I can see in the configuration appears to be that the RS version doesn't align with the OS version. Are there any other settings that must be reviewed?
Is there a way to downgrade the RS version?
*time difference between screen and web is likely due to travel time to go between the two locations (meter then the server).

Check if the setting under Maint -> Setup -> Clock -> Meter Time is set to GMT or LocalTime on both meters. I believe that setting affects the time shown on the front panel only.
If set to LocalTime, an additional setup option appears below the Meter Time one (so you might need to press the down arrow) where you specify the offset from GMT.

I believe meter's time is not related to discrepancy between OS and RS. I downgraded meter's firmware from V4.2.1 to V4.1.3 and as expected the RS version stays at the latest one the meter had been upgraded to:
As mentioned in PM5560 user guide Setting the clock using the display:
NOTE: You must always set or sync the meter time to UTC (GMT, Greenwich Mean Time), not local time. Use the GMT Offset (h) setup parameter to display the correct local time on the meter.

The issue was fixed. We needed to fix the Meter Time, however when the NTP Sync is enable that option is locked and we don’t change so is necessary change this option before enable the NTP Sync.
