What would cause reoccurring Time Change Requests on an ION 8560 Meter? The Event Log shows the below Time Change Requests and "Time About to be Changed".

One suggestion would be to look at the clock module settings and if time sync source is set to Ethernet, I suggest you change to the specific protocol you are interested in.

When meter is synchronized(user or software is time sync'ing the meter), the two events 'Time About to be Changed' and 'Time Changed' will be appeared in the Event Log.
If it is not performed by any user, the meter is receiving a time sync packet through the communication line(Ethernet, Serial Com, etc) issued by software that communicates with the meter.
