How can I active these two loggers for RVC on other meters ?
We tried these instructions as per manual still didn’t get it right .

You have not specified the type of "other meters" since RVC(Rapid Voltage Change) feature is not available on all ION meters which is dependent on feature set(Essential, Standard and Advanced). For example, PM8000 and ION7400 with Essential feature set does not support RVC.
Pleas not that, if the RVC feature exists and is enabled, but still does not log values, chances are during an RVC event, if the RMS voltage exceeds either the Swell Lim or Sag Lim registers, the RVC event is discarded and the event becomes a sag or swell.

Some context may be required here. As Mehran said, only certain meters support RVC, not just the meter type but also the firmware version may play a role. If the meter has an old version of firmware, the RVC may not be supported.
On the assumption that the meter does support RVC, what happens when you set the Enable RVS to true?
