IONSetup failing to install on Server 2012R2

Has any one seen the IONSetup installer crashing on Server 2012R2? Version v3.1.19213.03. Here is the error log

I am running it as an admin, and tried on 2 different accounts and 2 different "identical" server, same result

This is likely a known FIPs issue if that feature is turned ON.

Turn off the feature temporarily to install the software and then you can turn it back on after you've installed the software.

If FIPs isn't present, send us your installation log files (found in the C:\Program Files (x86)\Schneider Electric\ION Setup\SetupLogs folder).
