I can't speak for the PM5000 series but many other devices require detecting when the signal crosses a boundary or value to determine the period of the signal then calculate the frequency from the period, without a signal, the meter cannot determine the period and therefore cannot display/determine frequency.
Can you give a screenshot showing a voltage applied to meter's measurement inputs?
