N/A is typically off. usually the module is down for a very short period of time.

I am not sure I completly understand the question, the TOU module has a number of Booeal and pulse outputs. These outputs with some AN/OR type logic eventually get connected to a different modules enable input. When changes are sent to the meter, the TOU module is taken offline, updated then brought back online. While the module is offile, the outputs will be N/A. Modules downstream are not taken offline only possibly enable input go N/A for a very short period.

Condition Response of Output Register
Input NOT AVAILABLE Integrating stops and the Result output holds the current value.
Enable input is OFF Integrating stops and the Result output holds the current value.
Module is re-linked or setup registers changed The Result, Rollover Count and Trigger Count outputs go to zero.
Meter is started or powered-up The output registers retain the values they held at shutdown.
N/A means OFF or ON by default ?
