I am using ION8650 offline meter and trying to paste my .dcf file (build from newer FW) in it but failed because of the FW issue.
I know there is no updated offline meter. Any workaround on that?

No, very likely that old firmware cannot support templates from newer firmware when directly pasted using ION Setup. Especially if the newer firmware has a different number of supported modules, or has changes to setup registers that the newer firmware does not understand. One possible workaround would be to use PME's Designer, copy the contents of the template or specific customizations to an .fwn file, then use PME's Designer to paste the .fwn file to the older meter. If pasting the full template, likely that some modules will not be online and additional steps would need to be taken to get module online.
