We are trying to load a DCF file into an ION9000 meter using ION Setup and we get the following error " problem programming RMP network" The meter has the same firmware as the original meter.

Actually it seems the fixed file won't be available until the upcoming release next Wednesday.
I've attached the needed replacement file (LABELS.INI) which you should simply copy over the existing one if the following folder:
C:\ProgramData\Schneider Electric\ION Setup
[Edit] Exchange isn't allowing me to upload files so here's a link to a new build (3.2.20274.01) with the included file in it:

Hi James - is it a factory supplied DCF? If not, how was it generated?

RMP is an acronym for "Rapid meter programming" which is a mechanism for sending complete ION frameworks to a device. Is is possible you are pasting a framework/template created with a newer version of firmware and now you are pasting to a meter with different or older firmware? Additional context on firmware version and DCF creation would help.

It was not a factory supplied DCF. I generated it using ION Setup and the store to file.

Is it possible you created the template with an ION9000T meter and you are now trying to paste to a standard ION9000? The TEMPLATE.LOG file may give you additional insights on the error.

If you look in the ION Setup wizard, the base device type is the first entry "FAC1 Device Type". For the 9000T, I have put a green box around the FeatureSet - HSTC = "High Speed Transient Capture". This feature set includes 3 additional ION module types that won't work with the "Standard" feature set.

If you hold down the Alt key while clicking the send button in ION Setup, you will see a popup asking if you want to disable RMP. You can try uploading the framework without RMP (much sower) and then check the template log to see if there is a specific error returned from the meter.

Make sure you are using the latest version of ION Setup (3.2.20246.01) found here:
https://www.se.com/ww/en/download/document/ION_Setup_Latest_Release/
Or simply select Help -> Check For Update and follow the prompts to open a browser to the same location.
There was an missing entry in one of the files for one of the Data Mapping modules which might be affecting how the paste is operating.
