IEC61850 ftp issues

While attempting to upload CID files for IEC61850 use we were unable to establish an ftp connection.  The PC has Windows 7.  With the assistance of PowerLogic Priority support we discovered that the Windows Firewall was blocking the ftp ports (20 & 21) stopping ftp completely.  We were able to establish a local network connection with out general or Internet access.  This allowed us to safely turn Windows Firewall to OFF.  Once this was completed we were able to send and receive CID files via ftp.  Does anyone know a work around so we can keep the Firewall on?
