The DNP Slave Option setup register "Unsolicated Response" is an unfinished firmware feature which has not yet been prioritized for implementation. We had intended to implement it at a future date but there hasn't been a firm need so this has never been completed.
That however, is unlikely to be the source of the DNP comm issue you are experiencing. If you are using DNP over a serial connection, you also need to select the "DNP 3.0" protocol for the intended Comm Port you are using AFTER you enable the DNP Slave Option Comm Port setup register as well (you will still need to do the latter even if you are communicating DNP over TCP). I would suggest using the DNP Assistant in ION Setup to enable the DNP as it will help perform most of the needed tasks.
As for the DNP implementation on the firmware, we presently use the ASE2000 test set to confirm our DNP implementation for all our ION products and I believe they have a demo version which is time/feature limited which you might be able to check the communications.
