It's more than likely some piece of equipment but to confirm this you would need an Ethernet cross-over cable and plug directly into the device from a laptop to see if ION Setup connects (assuming you program the laptop to have an IP in the same subnet as the device).
If this is the case, then you would likely have to talk to the IT department and have them open up port 7700 on all networking switches between the device and the PC you have ION Setup installed.

The most likely issue is the default ION IP port (7700) is being blocked by some piece of networking equipment between your PC and the actual 7330.
Try pinging the device from the PC via command prompt. If that responds, try using Telnet to see if you can gain access to the factory terminal.
Have you properly programmed the subnet mask into the 7330 (and possibly gateway). Is the PC on the same subnet (this is a comparison of the IP address of the 7330, its subnet mask, the PC IP address and the PC subnet mask). If they aren't located on the same subnet, then both the PC and 7330 will likely need gateway addresses to be programmed properly.

Hi Robert Lee,
I understand. It mean, i need plug directly ION 7330 into my laptop, because more than likely IT at site block port 7700 from ION 7330 to server PME.
Thanks for your information. It very helpful.
