Does DCE have a manual or standby solution for disaster recovery. We have multiple data centers supported by one StruxureWare physical appliance. Could a DCE VM be used as a failover solution for the physical appliance. Can a full backup from the physical appliance be restored to a DCE VM having similar resource allocations (MEM, CPU, Storage) but different MAC, IP and Hostname. Understood that similar licencing would need to be obtained for the DCE VM.

Not from DCE itself.
If you are going to VM route, perhaps consider leveraging on the HA/FT or DR solution from VM itself to maintain DCE's availability?
Do set the DCE's VM MAC address to be static, so it does not change when being moved around across hosts.

Yes you can do so.
Do get the license key/passcodes of existing physical DCE and contact tech support with valid software support to have it reset so you can re-activate it against the DCE VM's mac address.
