Ups dont start after electrical power comes

Hello,

I need your help guys!I have one smart ups 2200 RM and 1 server(Dell PowerEdge 1950).I configured the PCNS(Powerchute Network Shutdown) and the
UPS NMC(Network Management Card) to shutdown the server 2 minutes after the on battery event lasts,also i configured the Ups to close.I enabled the button on server's BIOS to restart when power comes(I have checked this with and it works!!!).My problem now is that when the electrical power comes my UPS doesn't understand that and remains closed(all Led's are flassing upside down sequentially).The result of this is that when power comes my server is down!!!
Could you please tell what to do?Is something wrong with my configuration or i must configure an other event?
I would appreciate if someone had an answer...

hi,

so just to confirm, when power is being restored, is this generator power you are testing it on or utility power?

in relation to the network management card settings, what do you have set for:

can you check my attachments to this post and show me your settings for the two selected screens in the NMC?

lastly, are all of the 6 center LEDs flashing UP->DOWN or DOWN->UP?
