That indicates a problem with the Power Factory Correction (PFC) component of the UPS. I am not sure specifically what to look at since we do not repair these here but I imagine it does indeed need to be repaired or replaced.

If it does this with a load attached though, I'd try it with no load attached.

How old is your UPS? Can you provide the first six characters of the UPS serial number?

This is a "Battery Capacitor Soft Start Fault" and typically requires some type of repair/replacement depending on warranty status.
