PowerChute BE supports SURTA1500XL but won't install on WHS 2003. PE installs on WHS 2003 but doesn't support SURTA1500XL.
Suggestions ?

I even tried native whs 2003 UPS support, but although it seems to communicate at some level, the UPS doesn't detect the loss of AC power. The system always says connected to AC power

what version of PCBE?
here is the PCBE compatibility chart-> http://www.apcmedia.com/salestools/ASTE-6Z5QEV_R25_EN.pdf
SURTA1500XL cannot work with PCPE. That is only for USB Back UPS models.
I don't see Windows Home Server on the list for PCBE, so I'd assume it is not supported.
