I purchased a used 1500 2U 120V. The unit will not power on. At one point I saw a flash of all the lights on front but nothing happens now. The fuse at the rear of the unit was pushed with no results. I'm not certain if the reset button/fuse is tripped with the small piece sticking out and whether it is closed when it stays in...or does it stay in? Could the fuse be the issue? If so, where do I buy one or can it be tested? The owner claimed it worked fine before it was shipped. Thanks ahead.

Hey,
It sounds to me like you have a battery problem. If you bought the unit used, you didn't mention if you bought it used with new batteries or used with someone elses batteries. A lot of times people get rid of their units when their batteries start dying or are dead. That could be why you're getting the lights flickering but the unit is unable to start. There comes a point when the batteries are so dead that the unit won't even start. The voltage in each battery should be over 12V, probably around 14.4V if it's charged properly. If you measure the voltage on the battery pack it should be over 24V. If after charging the unit, you're only getting only 14V or whatever below 24V on the battery pack you know you have a dead battery pack. The [SUA1500RM2U|http://excessups.com/smart-1500-rackmount-sua1500rm2u-p-57.html]'s are good units, they're very reliable. You might just have to change your battery pack and the unit would work.

Did all the LEDs flash one at a time, in sequence, or did they flash all at the same time? The reset button in the back is used to reset a set of outlets that have been overloaded. The unit should turn on or show some signs of life even if those are popped out. You're hitting the "on"/"test" button with the vertical line, right? Try this: unplug the UPS from the wall, make sure it is off, and then hold the "on"/"test" button until you hear 2 beeps. As soon as you hear the second beep, let go of the button immediately. The unit should start on battery.
If you saw all LEDs flash at the same time or stay on at the same time, the unit likely has a fault and you would need to purchase a new one.

Thanks for the clarification for the rear fuse. Nothing happens when the power on button is selected. I've left the batteries in and out, plugged in and out...nothing. I believe all the lights flashed at once for about one second. Thanks for your help.

Thanks for the help so far. One more question...if the voltage on each battery is reading around 5.6 and at the terminals around 10.4, are the batteries the likely problem? What is the minimum to power the unit?

APC Smart UPS SUA 1500 UPS's Replacement Battery Cartridge floating voltage is 27.4 approximately. I can not say if the battery in the unit is the root cause of the issue unless you check the unit with good known working batteries. Do you have any other Identical working unit? If so, please swap the batteries and check if the UPS in question works fine. Because APC Smart UPS SUA series should come online when it is plugged in even if the battery is bad.
