Hello,
I'm using MacOSX 10.5 and 10.6. All my xserves are plugged to the power output of an APC Smart-UPS RT 5000 XL. The software PowerChute Nerwork Shutdown 2.2.3 (PCNS) is running on all xserves. They can be halted with a graceful shutdown when the APC become on batteries during a defined duration. But, servers don't come back when the input power is back.
I found this same question in archive of this forum about 2 year ago, but no solution. Since this, the version 2.2.3 was released. Any new informations about this particular aspect ?

Here the solution.
With defaults setup, the MacOSX receive the command "shutdown -h now" by PCNS. After this gracefull shutdown, the power is turned off by APC. If we are with the xserve point of vue, there is not a power failure but only a nice shutdown. It explains why the MacOSX parameter "systemsetup -setrestartpowerfailure
So, it's needed to modify the shutdown script /Users/Shared/Applications/APC/PowerChute/group1/bin/shutdown. The modification is to add -u option. Have a look to the manual of the shutdown command, about -u option.
With this option the MacOSX execute a graceful shutdown, but stay online during 5 minutes. During this time, UPC switch the poweroff. Then the "systemsetup -setrestartpowerfailure

Have you configured the MAC Server to come back online when power is restored? Does your UPS come back automatically when power is restored?

Yes the Mac Server comes back online when power is restored. But here, with the xserve point of vue it never lost the power. It simply received a "shutdown -h now" command. Only UPS lost the power.
In a case where UPS switches off (not my case here), yes the UPS comes back automatically.

Restarting a machine or system application is controlled by the computer itself, not our unit or our software. The APC Management software or PCNS will do the shutdown in the event of extended power failure. If you want to restart your MACOSX or application when power is restored, then I recommend you to consult Apple to find out if it is possible to have the MACOSX application to restart when power is restored to it and for exact instructions on how to do so.

fc4acp, the UPS is supposed to turn off power to the attached equipment after the safe shutdown has finished. Then, when power returns, the UPS restores power to attached equipment. So if everything is working correctly, PCNS will shut down your computers, the power to the computers will turn off subjecting them to a power failure, and then when power comes back, your equipment should be powered back up again and turn on.
So check to make sure the UPS is turning off power to the computers after they shut down. Then, check that the computer properly restarts after a power failure.
I also saw this in the XServe user guide:

If the Xserve doesn’t start up automatically after a power failure
Choose a startup disk from the Startup Disk pane of System Preferences. Even when
you enable “Restart automatically after a power failure,” the Xserve might not restart
when the enclosure is locked unless you have explicitly chosen a startup disk."
