To be more specific, the 32 concurrent TCP/IP connections are dedicated to Modbus TCP (port 502), but a number of additional connections are also supported.

Here is a screenshot of a good summary from the PM8000 user manual:

For PM5300 class of meters have been tested to support up to 3 concurrent TCP connections.

For PM5500 class of meter support up to 32 concurrent TCP connections.

The PM8000 has 8 Ethernet connections that can be shared (used by) either ION, DNP or Modbus TCP or combination of all three.

There are also 32 Ethernet connections that can only be used by Modbus TCP.

So there are 32 dedicated (can only be used by) Modbus TCP connections, and there are up to 8 additional connections which could use Modbus TCP if desired (and you didn't want any ION or DNP connections).

I've heard some people call the 8 shared connections  "generic" connections as they can be used for either of the three protocols.

Modbus TCP is the only protocol that has both dedicated and shared connections, so they are differentiated in the table. The other protocols have dedicated connections (like IEC 61850).
