Hi, I am looking to get information/confirmation on if the PM8000 and ION9000 meters cycle or momentarily close their digital output contacts or normally open relay contacts when the device is power cycled. This would be in reference to both onboard and expansion card Digital and Relay output(s). Thank you.

I can say that the meter's digital outputs are non deterministic during the meter's power up or power down.

I don't know that I can speak definitively, but this is from the ION Reference:
When the device is started or powered-up (either the first time, or after a shut-down) | The output registers are off (0). All force conditions (i.e. Force On or Force Off) are discarded. Note: If the Port setup register is set to notused, output registers will be not available. |

The digital outputs are non deterministic, that is, the states may change during a meter power up/down. Once meter has finished powering up the output is stable.

Thank you @Charles_Murison , I take that to mean that there is an element of randomness to the state of the outputs and we cannot reliably predict what may happen during a reboot.
