We have a PM8000 and a badger meter (Recordall) connected to a PM8000 onboard input . We have not been able to see a single pulse in the meter input. The badger meter has an external power supply and a pull up resistor. Any suggestions?

Do you know the Badger model and or specifications?
Is it something like this?

The above device also requires an external supply and resistance.
-Max voltage for pulse output 30V
-Max current for pulse output 1mA,
Unfortunately 1mA is also very near the minimum required current for the PM8240 digital inputs.
If this is your case, you cannot use a simple external pull-up topology and will have to "tune" the series resistance...
Just to confirm, you have one pulse output and one external supply connected to one PM8240 onboard digital input (eg S1)?
What are the specs of your external supply voltage?
For example asuming a single device and the output specs listed in the above link:
With an external supply: 24Vdc, rated >= 0.1 Watt
Use a series resistor between 20 kOhm and 35 kOhm (rated for >= 1/16W)
With an external supply: 12Vdc, rated >= 0.1 Watt
Use a series resistor between 8 kOhm and 15 kOhm (rated for >= 1/16W)
With an external supply: 5Vdc, rated >= 0.1 Watt
Use a series resistor between 1 kOhm and 3 kOhm (rated for >= 1/16W)
