NERC Standard MOD-026-1 / MOD-027-1 compliance for ION 7650 & ION 7400 meters

Hello,

 

I am working with BC Hydro to determine whether we can use an ION 7650 meter or an ION 7400 meter to show compliance for both NERC MOD-026-1 and MOD-027-1 standards.

 

MOD-026-1 - To verify that the generator excitation control system or plant volt/var control function model (including the power system stabilizer model and the impedance compensator model) and the model parameters used in dynamic simulations accurately represent the generator excitation control system or plant volt/var control function behaviour when assessing Bulk Electric System (BES) reliability.

 

MOD-027-1  - To verify that the turbine/governor and load control or active/frequency control model and the model parameters used in dynamic simulations that assess BES reliability, accurately represent the generator unit real power response to system frequency variations.

 

Specifically for the MOD-027-1 standard, in order for the meter to conform to NERC's requirements: the customer would like to be able to log the following data:

 

- Real Power (RMS)

- Reactive Power (RMS)

- Voltage L-L (RMS)

- Frequency

 

for a period of 2 minutes at a 20Hz sampling rate (Output recording rate of monitoried parameters of at least 20 times/second?) when triggered by a (Setpoint Module) for a frequency deviation of (e.g. +/- 0.2 Hz).

I understand that the ION 8650 meter is the only NERC compliant meter at this time according to:

I would like to explore the possibility of showing NERC compliance via one of the following two methods:

 

1. High-speed Logging (1/2 cycle ~ 8.33 ms) update rate. I believe this would meet the 20Hz sampling rate requirement (which would be 1000ms / 20Hz = 50ms). I would need to find a method to trigger the data recorder module once every  3 cycles (or 50ms). Possibly a counter module in conjunction with a one-shot timer module may help achieve this.

 

2. Waveform Capture. The plan here is to use cascaded waveforms, however, this would not be possible for a period of 2 min, Looking at the 'extended waveform capture' feature in the ION9000,I understand that it allows up to 30 cycles of pre-event waveform records at 1024 (max sampling rate) and 30 cycles of event data. This waveform recorder can then be retriggered to extend the waveform for up to 180 cycles. It can then re-trigger that capture for a user defined number of captures limited by memory. Has this feature been ported to the PM8000/ION7400 platform?

 

Given the above, is it possible for either of the ION 7650 or ION 7400 meters to accomplish this? What are your recommendations?

Couple points:

The KB should be updated to state NERC CIP which is related to cybersecurity. NERC MOD is something different.

 

For the logging, I am having trouble finding the specs/measurements from the attached pdf. When I asked hardware there were a couple of red flags

Real power is not true RMS, reactive power has a number of different methods to calculate, each methd has pros and cons and can result in different outputs.

 

Have you looked into the burst Data recording of the ION7400 meters?

Thanks for your response. What methods are available for calculation of P and Q? Shall I use the standard 3-phase power formulas or do you have another recommeneded method?

Using the phrase RMS for real power is not mathamaticaly sound. I would still use the values calculated by the meter but this assumes there is not a standard that requires how values are calculated.
