This meter derives its control power from the L*N connection. So the EM4300 cannot support loads without a N.

Clear on the control power requirement for a Neutral. What about single phase circuits 1P2W in circuits closer to final distribution?

It does support single phase , But It still has the have a N .

The OP mentioned single phase connection. We have an application for a 1PH3W, same as typical residential 220-240V systems. Can the EM4300 do this?
