People usually saving the meter dcf with ION Setup but is possible to run the ion setup by command mode to doing the samething?

If you are referring to can you save DCF files using the scripting engine, then yes it is possible but requires a high sophistication and understanding on how this is done (and requires some high automation on the part of whatever is creating/issue the scripting text files).

If you are already familiar with how scripting works, then you need to use a script function code 3 to "save" a DCF file from the meter followed by the full path to where you wish to save the DCF file to:
Ex. Request1=3,C:\ProgramData\Schneider Electric\ION Setup\Templates\ION8650\ION8650_FAC_V420.DCF
