Hi,
I saw another article that might be related but not sure that it answers the question completely. We have a client that is an integrator of power quality metering and analyzers, whom develops their own software (www.elspec-ltd.com).
I tried several times to answer but I and advanced support cannot answer beyond what is written in the user guide.
The ION7650 builds data in the data recorder. It is understood that the data recorder generates a log and emails as XML format.
Instead, the client would rather be connected to the meter in the network and extract the file through HTTP/FTP or if the meter has a way of sending the file to a storage device.
Then he would like to get the structure of the XML so that he can generate a screen to make the material meaningful.
He will not work with PME. They have their own software. They will only use ION Setup for configuration purposes and, as well, not use it for retrieving the data logs.

Yes the meter stores data in the data recorder module and is possible to export this data using the log export module, not standard configuration. It is not possible to save data recorder information to a file that user can retrieve via http/ftp.
For the IOn7650 meter there are 3 options. First is with ION protocol, using PME or ION Setup, as you said already customer does not want to use this. Second is XML export that you have already discussed. Third and final option is via modbus. https://www.se.com/us/en/download/document/70022-0119-04/ refer to page 20 through 24
Note that modbus option and XML export are limited to data recorder information only. Cannot retrieve waveforms or onboard events etc.
