Actually
I have issues when I open Vista to read the logs and event
It shows old date It mentioned because of full memory not able to get the latest report
I delete old dates still I am not able to get the reading I access and restart services still the problem there
1- steps to delete the old report in logs in order to make more space.
2- how to make resolve this issue and receive the reports
Please check last error I found and I hope to guide me to solve it

If I am right you are using ION Enterprise software which is the very old versions of PME that has been obsolete and out of support for a long time ago that unlikely you could get any support on that. For PME software related queries, kindly post your question on PME forum.
Here is the Metering & Power Quality forum and I can see multiple 'Time Changed' and 'Time About to be Changed' events that if they come from meter, it means meter receives continues time synchronization packets from the sync source like PME.
From meter's side, please check with ION Setup tool if you are able to read real-time and recorded values(Evets or Data logs). It's not clear how frequent meter is synchronized, but If meter is flooded with 'Time Changed' and 'Time About to be Changed' events, please check the source setting's time synch interval.
