ION 7650 hardware locked

What I couldn't perform any change on the ION 7650 modules at the ION designer and after save and send that change to device a have below errors

Could not detect module

Attempt to access hardware locked module denided

Hello Ehan8888,

Hardware locked meters are intended to not be able to make changes to the modules that are used for revenue parameters, power, energy and demand.
