The system is 3 phase with a line Voltage of 34.5 kV and the power meter line 1,2 & 3 current readings are 18A, 18A and 17A respectively but the active power is only 281 kW. How is that possible? Could it be a defective current transformers?

Getting a phasor diagram or per phase power and power factor readings could possibly help determine what is happening.
