I am doing PME upgrade on an old installation. There are some ION7700 meters with greyhill relays that control power contactors. These meters (as some others like ION7600/7500, ION73xx) have unpleasant feature: the TCP/IP stack have limited number of connections. It is easy to lock the communications card in these devices with "half open connections". Such connections can occur for example when the meter has open connection to server and this server crashes unexpectedly. The meter thinks the connection is still in use, but server creates new connection leaving existing connection inside the meter half open. To unlock the meter, one needs to cycle its power. But when the meter is used to control things, this is not a good idea.
So the question is: did someone try to pull the card out of the meter and put it back again without powering down the meter, is this safe?

Did you try changing the IP address of the device? This should reset the Ethernet stack on the device and clear any connections. Likely will need to do this from the front panel of the device.
