Please find a manually captured file I got from a meter in the lab. It’s not from a real installation, but it may help them read the file.

Just to add that COMETRADE files come in pairs:
.CFG file: Configuration file that describes the structure and content of the data which can be viewed using one text editor tool such as Notepad.
.DAT file: Data file that contains the actual recorded waveform or event data which is not human-readable and needs some specific tools to view and analyze them them such as WAVEWIN Data Management and Analysis System software.
