Which document/meter is this from?
I believe the difference between cumulative energy registers and others is that cumulative registers are not and/or cannot be reset (as indicated in the descriptions shown).
The term normal found in energy register descriptions (not shown in your example) sometimes indicates the "not test mode" (ie. normal mode) aggregation.
