This is more a PME question rather than hardware question. I am not 100% sure the exact process, but designer will use a template file to develop the node diagram, anything not found in this template will be sent to the folder you mentioned. Not much can be changed on the meter side. I would suggest moving this question to the PME section of the forum.

Hi Charles - there was no device updater for V2.1.0 firmware in PME. I understand from @Dave_Trenaman that these will be updated in PME2020. If there is a need for an interim file, we can produce one.

Hi Tom.
Since posting this question, I have performed several upgrades of these meters. The problem arose because of user error in the first upgrade performed.
The factory V2.1.0 template is an option to check when performing the upgrade using the outlined zip folder procedure.
Having selected options shown in the attachment for recent V1.3.4 to V2.1.0 upgrades, modules all know their place when represented in designer (the grouping window with many other modules isn't an issue).

Ah - I believe that will be the case for the PM8000, as I believe the SNMP modules existed previously. For the ION9000, however, these SNMP modules were added in V2.1.0, so they need an updated node diagram in PME.
