Rebooted Data center expert and now cannot access client. When looking at the output through the console monitor the only thing that failed in the boot process was the postgresql-9.5 service. Has anyone run into this issue before? Is there a way to recover without losing the database or rebuilding from scratch?

Most often, the above postgresql-9.5 service error is caused due to lack of free space on the DCE storage.
Tell us, please, did your DCE-server have problems with free storage space?
How many disks and what size does a DCE-server have? Is the DCE-server physical appliance or is it a VMware VM?
Did you add additional disks or expand an existing one?
Why did you restart your DCE-server?

Not to our knowledge no we have not had problems with free storage space.
It is a physical unit with 5 SAS 300Gb 15k drives.
We did not add any additional disks or expand on an existing one.
We lost network communication to a number of our APC PDUs that the DCE server monitors. We rebooted the DCE to see if the communication error would clear up only to receive the PostgreSQL-9.5 service error.
What can be done to recover? I have not been able to contact Schneider for support after trying multiple times.

Did you make regular backups (full or only configurations) of your DCE-server?
I have not been able to contact Schneider for support after trying multiple times.
Maybe you do not have a valid =SE= support contract?
