I have a customer that has an external system (company) to monitor the server room, through email message.
The question is that, how can i send an email (every hour) that all link status and A-link status is working well?
I monitor every device link status, and A-link status through SWDCE server.

No, there is no default mechanism in DCE to e-mail you or alert in any way when there is no problem with the system. It's not designed to work in this manner, it's designed to alarm when there is an issue. You also mention A-link which is a device specific protocol so I'll also note that the devices themselves do not have such a mechanism either. A-link is communications between the device and a connected pod or sensor.
Please note that with NetBotz (not the 200, 250, or AP9361 as they are SNMP devices), they alert for themselves and if there is an A-link issue onboard, the NetBotz appliance needs to be configured to send alerts. DCE will only alarm for a NetBotz that loses communications fully with DCE. For APC SNMP devices, any alert on the device such as A-link issues that the device sees, those alerts will be sent to DCE which when configured properly, will send an almost immediate alert based on your configuration.
I guess what you can do is to manually create thresholds for each device and sensor you want and configure it to alert on no fault instead of fault. Make sure you're creating a new threshold as if you use a current one and change it to alert for no issue, you will not get an alert when there is an issue. Please also note that this means you will get an alert for each and every threshold every 1/2 hour (or whatever time you set) so if you have 50 devices each with A-link pods such as the NetBotz 200, you will receive an e-mail stating there is no issue with comm and no issue with A-link for each and every device. I would not suggest this.
