Since it worked prior to the move, it would definitely seem to be something related to the network configuration. To verify if it is blocking ports, I suggest double clicking or launching to the device outside of Advanced View. If for instance, you can double click a camera image in surveillance and get the larger image, what is happening is that you're launching a browser window to the camera. That uses the same port as AV so it would likely not be a port issue if that were to work.
What I would suggest trying is to put a computer on that same private LAN. Can you launch to the device? Can you connect directly with AV?
Are NetBotz and InRow units all that are on this LAN? If there are other devices, do they work? If so, what firmware are they running?
Do you know if the private LAN and public LAN are interconnected logically in any way (other than the same router / switch but different vLANs?)
What exactly happens when you double click an APC InRow unit? Does it launch but not log in? Does it give an error?
Have you tried internal vs external browsers? Have you tried different browsers? Have you tried different computers?
What version of DCE are you running? What firmware / Botzware is on the devices?
In my previous comments, I assumed it was working before the move. Can you verify this?
Was this new vLAN configuration connected to the DCE servver that had a pre-existing configuration or was this totally redone. If it was an existing configuration, can you try deleting and rediscovering a device?
