Does Mass Configuration on DCE for APC devices require the FTP or SCP port? If a customer is only using SNMP V3 do they lose the ability to mass configure?

Yes, apc snmp device config creates a custom config.ini and uploads it to the device via FTP or SCP protocol, they could possibly use a different port though.
DCE cannot use SNMP or any other method to make config changes to the device. The only exception to this is Outlet Control on APC pdus which uses an snmp write to change the state of the outlet.
