Import EBO xml files template in PME.

I want to import XML template files form EBO to PME but I can't find the way, I try to import in management console but also can not find the Modbus device import menu and try to run powershell by HierachyConfig.exe command also can not, it show an error that said the architecture of file mismatch. (the XML file contain with trend, log, modbus value config, graphic, alarm, parameter that show in the picture that I attached.)
