Hormonic filter

we have installed AHF with a Panel where there are all loads are capacitive.

when we check our THDi it is around 14% but voltage THDv is 3%, we have given a suggestion to an site engineer that it is ok no need for it to less then 5% because loads are all capacitive not inductive,

So i would like to insure it that Am I right or not?
