Issue
Get error "Local TAC Vista server not started . Cannot reserve graphic object" when trying to edit a OGC graphic from TAC Vista Workstation. Can not start OGC editor from within TAC Vista Workstation

Cause
When using Windows 2008/7 the following legacy tools can not be used when TAC Vista Server runs as a service: TA Draw, TA Main, Database Generator, LIST.EXE, IPCL Editor, Test Client and UPGRFILE.EXE.

Resolution
Run TAC Vista Server as an application.
