Same issue as this topic but I cannot reply to it.
The wizard cannot set the server password. Configurator cannot set it either.
Installing PCS Framework 4.6.2 solved the problem for me.

Hi, I have read all of the topic related to this issue and tried to install the framework, open as an administrator, reinstall the whole Citect 2018 R2, but it's not working.
Do anyone have any idea related to this annoying issue? I cannot start my project because of this password setting....
P.S. I am sure that my user account is included at the Administrator group and Citect.Engineer group.

So far installing the framework has work for me. I just installed it on a Windows 11 machine last week.
Only thing I can think of is your user a local user or a domain user? Mine has always been local and I don't think any have even been Microsoft accounts. I have had some customer sites where we had to setup and use local accounts to do some things and only use domain accounts for normal everyday use.

My current behaviour is that the password gets wiped out regularly after I reboot my laptop, then I need to go through a reinstall process to get the password in again.
For you question, I am a domain user which included in administrator group and Citect.Engineer Group.

I was suggesting that you try a local to the computer Administrative account because I have had that solve some things that were not working using a domain user.
However your problem is a little different than the problem I was having . Mine was after installing Citect we could not set the password and installing the framework fixed it and we have not had any more issues. You can try posting a new thread and see if you get any feedback from other forum users, but I think you are going to have to contact Support with your current issue.
