I got these home and the batteries are dead and when I press the power buttons on the UPS I get a beep but the units wont turn on.

Now when I do a cold start all the lights come on then off and power comes out the outlets when the units are off and I did read that when there is no power from the batteries that some UPS wont start, is that the case with these?
