I recently aquired a BackUPS CS-350 that has an issue. The unit powers on soon as it is plugged in to the receptacle without the power being pressed and it will not power off from the power switch . However if the power switch is pressed while the unit is on it performs the battery test. How can the power switch be made to work normally is this a programmable function?

The UPS that you have does not behave the way that it should. You should be able to use the button to turn on/off the unit. Where did you got this unit from and do you have the exact model number of the UPS?
Let us see if the steps outlined below would help:
1: Disconnect any attached load.
2: Unplug the UPS from the wall socket.
3: Disconnect the UPS' internal battery.
4: Push and hold the "On" button on the UPS for 5 seconds.
5: Reconnect internal battery.
6: Plug UPS in to known good power source.
7: Turn UPS on.
In the event that the UPS continues to turn on as soon as you plug it in to an input power source, I suggest that you contact the APC support team for your region to verify the warranty status of the UPS. If it is within warranty, it merits a replacement.
