tell me full load efficiency of  apc ups smart su3000rmxli3u also tell me 50% load efficiency ?

(1)How to change battery charge ampere ?

(2)How to Change battery full charge voltage ?

(3)How to change battery float charge voltage?

Can't help you with this. There are usually figures in the data sheet for the unit, but the SU series are pretty old now. Google might help you. You can also measure these yourself with a couple of power meters.

You can't do this. The maximum charge current is by hardware design and you'd have to do some serious hardware modification to alter it.

The charger is a float charger only, so these are the same thing. On the SU series you need to modify the hardware to alter the float voltage. There are a number of pages floating about that will show you how to do that if you want to get into your hardware.
