so this unit says load 0% battery 12% with the battery and load 0% battery 12% with 2 new rbc7 batteries fresh out of the box. any thoughts or ideas? tried a factory reset, self test, leaving it off for the night without the battery connected etc. wondering if there is anything else i can try.

If the UPS is in warranty I'd explore that option as there is probably something going on with either the charger or one of the RBC battery packs. If the RBCs are genuine APC then you should also explore that option. Can you reflash the current level of firmware to see if some sort of "firmware" glitch popped up? Short of that, if the UPS is bad I'd look to replace it.
