Why does the 17% load percentage blink?
is it because the unit is not always pulling 17%?

What type of load you are connecting on UPS?
i mean to say is load is stable or not?
i think you load is not stable thats why whenever load excedes 17% ,it start Glow and when load decrease LED switch off.
