UPS Network Management Card 2
APC Device IP Configuration Wizard Ver5.0.1

Hi again,
Thanks for the information provided so far.
When you reviewed the FAQ document, were you able to successfully do the commands listed in it (which are the commands that the Wizard uses in the background)? Could you provide the screenshot of what you recieved if you did?
Have you tried to ping that address just incase to see if responds (since the error message indicates its still in use based on your ARP cache, or can you try clearing your ARP cache manually)?
I found this link -> Quick Tips: Flush the ARP cache in Windows 7 - TechRepublic (in English, sorry)
But it suggests you could view the ARP cache by using the command arp -a and you could check to see what entry is present for 10.x.x.140/23. If the MAC address is not the right one for your management card that is associated with the IP address, you can try clearing the cache by using the command netsh interface ip delete arpcache - then we can verify it has been cleared by doing arp -a again to make sure the entry for the IP address is removed.
Hope that helps - let me know if you have further questions on the issue or steps I suggested.

Hello - I did some translation to better understand your question since I cannot read the Japanese.
Could you provide a screenshot of the error your receiving? I am only aware of this issue -> Network Management Card Device IP Configuration Wizard Error: This IP address could not be set. | FA...
Even if the error is a little different, the same resolution steps to try would apply. Please review them if possible and let us know your outcome.
