You should install PowerChute Business Edition 9.2.1 since it has the most up-to-date JRE. You can download 9.2.1 from this link.

If the service still will not start change the service to delayed start and then restart the system. To change the service go to control panel - Administrative Tools - Services - APC PBE Agent and change the start up option to Automatic (Delayed Start)
