hi
i have a smart 1500 ups ( SUA1500I ) And ups load is 19.4 % When the electricity goes off the runtime remaining shows in powerchute is 131 min but after a few seconds the runtime becomes 70 min and continue to fall
and i've switched the battery month ago and still the same problem

You may want to try a runtime calibration to adjust this. The runtime remaining is supposed to be a "really good estimate." If there have been no full or deep discharges (or a calibration), the value may not be accurate.
You can issue the runtime calibration command via PowerChute and it will discharge the UPS down to 10-20% charge and let it charge back up. And don't worry, your attached equipment will know not to turn off.
