This is the third device from this batch of systems we have had issues with.
What are the procedures to "Cold Start" the device again? I must have misplaced them.

I got the log files - thanks! What I am seeing here is that the UPS battery is from 2011/2012 and your UPS has reported a battery fault and then a hot battery and it is going to bypass to stop the charging of the hot/faulty battery. To me, it sounds like you need a new battery. Have you had the chance to physically check this UPS to validate the hot battery? If not, I'd do that ASAP. It looks like you have had battery related issues for some time and that is causing the UPS to go to bypass periodically when the battery gets too hot.
I'd probably suggest contacting technical support as soon as you can with these logs to let them review it and then validate what I said and determine your warranty status.

Coldstart just starts the UPS off of battery power and likely won't help with this. It could also cover up an issue only until it presents itself again.
Can you send the log files from your UPS to review? http://www.apc.com/support/index?page=content&country=ITB〈=en&locale=en_US&id=FA156131 has instructions on how to do that. We can see if we can tell what the failure is and if it is clear-able or not.

I am working on debugging why some folks cannot upload file attachments yet I do not have a problem myself. I do not see the attachments presumably because it is not working for you either. Can you email the files to this address which will go to a Box file share I have? upload.APC_For.17z2g3olmf@u.box.com
If it is not too much trouble, can you tell me what web browser/version and OS you're using? EDIT an adjustment was made to address file uploads. You can try again if you'd like.
