Smart UPS 2200 - no power output

I have an APC rackmount Smart UPS 2200, circa 2008.  I picked it up used and it was supposed to be working (!).

First off, it was showing an AVR relay weld fault.  I took the board out and there is a row of relays, so I tested all of them and determined that the main power relay wasn't working - one of the switches in it didn't switch.  So I replaced that and everything now works.  The front panel shows that AVR trim is active (the input power is a bit high), the batteries charge and have ~55V, if you disconnect the power it switches over to battery.  And I connected it up to the APC Powerchute software and it shows me the input and output voltages, the event logs etc.  Everything looks great.

The only problem is, there is no power coming out!  There are 2 banks of battery backed outlets and a separate outlet with no battery backing.  All of them have about 2.3-2.5V AC coming out of them.  This is a 230V UPS, so the output is 1/100 of what it should be.  I'm at a loss to begin tracking down the problem. 

Has anyone seen this before and been able to fix it?

Depending on which model of SU2200 there could be a few pairs of fuses on the main board...have you checked those ?

I can't see anything that looks like a fuse, but I know some fuses look more like flat capacitors and I haven't really hunted for those.  Normally those are pretty large 1" square items.

Hello,

Can you get us the exact SKU off the rear of the UPS on the white sticker?

And from what you said, PowerChute reports the UPS is outputting voltage (or thinks it is at least)?
